EXECUTIVE SUMMARY

French medical expenditure on supplies increased by 5% during 1996 to reach FF41.4 billion (ECU6.5 billion). This reflected the rationalisation and the restructuring of healthcare organisations in order to modernise the sector and make it more cost effective. These developments have enabled healthcare operators to introduce new medical care, as well as increasing the level of day surgery and home care.

Public hospitals accounted for 64% of expenditure on medical supplies in France during 1996. Private hospitals accounted for 19% of the total whilst nursing and residential homes represented some 17% of total spending in 1996.

The French government's attempts to cut the social security budget resulted in the April 1996 reform of healthcare institutions which is affecting the nature of purchasing. The most significant development is the creation of Regional Agencies for hospitalisation which make decisions concerning equipment allocation. The reform is aimed at reducing costs in all healthcare establishments. This will increase the demand for more cost efficient supplies.

The rate of growth in French expenditure on medical supplies is anticipated to be relatively modest during the remainder of the decade reflecting the efforts to reduce expenditure in both the public and private sectors. Nevertheless, the restructuring of the private sector will generate further investment in medical supplies. In the nursing and residential homes sector the construction of new homes, albeit with fewer places, is expected to increase the level of demand for all supplies, especially furniture.

The purchase decision for medical supplies is increasingly affected by price and running costs incurred by the utilisation of the equipment. This will be further exacerbated by the restricted budgets in most hospitals which is expected throughout the forecast period.

Medical consumables have enjoyed the strongest growth in the medical supplies sector in recent years reflecting the growing concern for hygiene in medical establishments. This increase is expected to be continued throughout the forecast period even though this is the sector most buyers are trying to achieve cost savings in.

The structure of the French industry is highly fragmented and led by world leading medical suppliers. The risk regarding investment in this industry is high which has led a growing number of small and medium sized enterprises developing strategic alliances with large international groups.
