EXECUTIVE SUMMARY

MSI projects that healthcare consumption in France will increase by 2 percent in 1999 to reach a value of FF771.9 billion (euro116.9 billion). The overall value of the market has increased by 11 percent since 1995.

Hospital care consumption in France is projected to

increase by 1 percent in 1999 and will continue to account for the largest part of the French healthcare market in value terms. This sector has been affected by rationalisation and restructuring policies undertaken by the government to limit its spending.

Ambulatory care is the second most important segment within the French healthcare market, representing some 27 percent of the total healthcare consumption in 1998. MSI project that French consumption of ambulatory care will increase by 2 percent in 1999 as a result of measures taken by the government to restrict expenditure.

MSI believe that the main factors that affect the French healthcare market include the following:

* government policy

* general economic environment

* demographic trends

* general health of the population

* innovation in medical treatment and techniques

French healthcare consumption is forecast to increase by 1 percent

in 2000 to reach a value of FF781.0 billion (euro118.3 billion).

MSI believe that the French market for healthcare will increase between 2000 and 2001 and then start to decline gradually in real terms as the pressure from the government to reduce spending will intensify.

Medical insurance is provided by three types of

organisations in France. The social security system will fund some 73.7 percent of the healthcare expenditure and mutual benefit societies and insurance companies will fund a further 7.3 percent and 3.2 percent respectively in 1999. Some 13.4 percent will be self-funded, whilst the remaining 2.4 percent will by provided by local authorities and contingency funds.
