| The central and local government expenditure on road maintenance during the review period, 1997 to 2001 and the forecast period, 2002 to 2006. |
| For the purposes of this report, expenditure refers to that used to maintain the road network in the UK. Central government allocates road maintenance funding to organisations such as the Highways Agency for motorways and trunk roads, and to local authorities for principal and non-principal roads. Revenue generated funding from grants, enterprise schemes such as revenue from tolls and government investment is also available for maintaining principal and non-principal roads and is included in this analysis. |
| Motorways are roads which are reserved for use of certain types of traffic only. They typically have two or three carriageways. Trunk roads make up the national network of strategic routes for long distance traffic. Trunk roads are open to all classes of traffic for all purposes. Trunk roads are typically single or dual carriageways. They can include motorways, but for the purposes of this report, motorways are classed separately. |
| The strategic road network includes motorways, trunk roads and principal roads. A roads are classified as principal roads and are of regional and urban strategic importance. Principal road are the responsibility of local authorities. |
| B roads, C roads and non-classified minor roads are classified as non-principal roads. They typically distribute traffic to urban and rural areas and are the responsibility of the local authority. |

| Structural maintenance refers to all resurfacing, surface dressing, patching, overlays and reconstruction of all road types. |
| Routine maintenance refers to street sweeping, grass cutting, verge maintenance, drainage, gullies, barriers, the checking of traffic signals and the replacement of street furniture. |
| Winter maintenance refers to the gritting, snow clearance, salting of roads, provision of salt bins and snow fences. |
| Lighting refers to maintenance of street and motorway lighting equipment and columns. |
| Bridge maintenance refers to structural work to bridges. |
| Private contractors operate in the private sector and are typically awarded contracts through competitive or best value tendering. For the purpose of this report, contracts awarded to a consortia partnership have been analysed as part of private sector contractors contracts. |
| Public sector contractors are typically DLOs, comprising local authority personnel, which undertake maintenance work on behalf of local authorities. |
| Due to definitional changes, MSIs values and figures differ from published government and UK transport department statistics. Definitions regarding road maintenance differ for figures published by the DTLR, NRMC Survey, Welsh transport statistics, Scottish transport statistics and DoE (NI) transport statistics. Therefore, MSI have unified published statistic forming different definitions to those already published. |
