EXECUTIVE SUMMARY

MSI believe that capital expenditure on urban regeneration projects has fluctuated between 1996 and 2000. Indeed, MSI estimate that capital expenditure on urban regeneration declined by 19 percent between 1996 and 1998, before increasing by 35 percent to reach £3.90 billion (€6.20 billion) in 2000. These fluctuations are believed to be primarily due to the change in government in 1997, and the subsequent reorganisation of the institutions involved in urban regeneration in the UK.

It is believed that capital expenditure on urban regeneration in England accounted for 67 percent of the UK total in 2000. Capital expenditure in Scotland accounted for 14 percent of the total in 2000, whilst investment in Wales accounted for 12 percent during the year. The remaining 7 percent was accounted for by capital expenditure in Northern Ireland.

In England, capital expenditure on urban regeneration was highest in London, where some £458.2 million (€728.5 million) was spent in 2000. Capital expenditure in the North West totalled £438.0 million (€696.4 million) in 2000. This was largely the result of the emphasis placed on the regeneration of large cities in the North West, such as Manchester and Liverpool.

The Single Regeneration Budget represented the most significant source of funding in England during the review period, accounting for £1.21 billion (€1.92 billion) in 2000. Funding by English Partnerships declined by some 38 percent between 1996 and 2000. European funding amounted to £379.7 million (€603.7 million) in 2000, whilst private sector funding amounted to £159.6 million (€253.8 million) during the same period.

The most substantial funding source for urban regeneration in Scotland during the review period was Scottish Homes, which accounted for 39 percent of Scottish capital investment in urban regeneration in 2000. Other government expenditure was derived from the Scottish Executive and the Social Inclusion Partnerships. Whilst private sector investment amounted to £160.2 million (€254.7 million) in 2000, European funding reached £83.4 million (€132.6 million) during the same year.

European funding constituted the most significant source of funding in Wales in 2000, totalling £201.6 million (€320.5 million). This was largely the result of the designation of West Wales as an Objective 1 area. Whilst private sector funding reached £124.6 million (€198.1 million) in 2000, government funding for urban regeneration in Wales was derived from the National Assembly for Wales and the Welsh Development Agency.

In Northern Ireland European funding accounted for the highest proportion of funding for urban regeneration during the review period, reaching £103.2 million (€164.1 million) in 2000. Private sector investment was also important in Northern Ireland, representing 37 percent of the total in 2000. Government funding was derived from the Department for Social Development and the International Fund for Ireland and totalled £31.2 million (€49.6 million) in 2000.

MSI have identified a number of factors driving the UK market for urban regeneration during the review period. These include:

MSI forecast that the UK capital expenditure on urban regeneration will increase by some 18 percent in real terms between 2001 and 2005. The most significant increases are likely to occur in Northern Ireland, where capital expenditure will increase by some 20 percent in real terms during the forecast period. Furthermore, capital expenditure in England is expected to increase by 19 percent in real terms between 2001 and 2005.
