EXECUTIVE SUMMARY

The French market for civil engineering recorded modest 1 percent growth in 1998, amounting to FF135.8 billion (ECU20.6 billion), following a 2 percent increase in the previous year. This two years of growth contrasted with the decline of the market in 1995 and in 1996. During the review period a major project that generated demand for the civil engineering work in France has been the building of the Mediterranean high speed railway line.

In 1998 local authorities accounted for the largest share

of the French civil engineering market in value terms. Indeed, MSI estimate that local authorities' investment represented 43 percent of the market during this year. The second largest investor was public companies with a share of 26 percent. The private sector amounted for 22 percent of the market and the share of the government represented 6 percent.

MSI believe that the growth of the French civil engineering market in 1998 partly reflects an increase in investment from local authorities, especially from municipalities. Indeed, 1998 represented the third year of municipalities' mandate, a period during which they usually undertake a lot of their projects.

In value terms, road works and maintenance accounted for

the largest share of the French market for civil engineering in 1998. Indeed, road works and maintenance accounted for 35 percent of the market during this year. The second largest sector of the market was the electricity-related works with an estimated share of 20 percent during this year. Moreover, these two sectors have recorded the most significant growth at the end of the review period, encouraging companies to focus their business on these two key activities.

The sector of water supply, sewage disposal and other pipes accounted for 15 percent of the civil engineering market in 1998. This sector is believed to offer major opportunities as heavy investment is required to meet the requirements set up by the EU standards on water distribution and sewage disposal.

The largest regional market is the Ile-de-France region

which accounted for 20 percent of the total market value in 1998. However, the proportional importance of the Ile-de-France market has declined steadily during the review period. Indeed, its share of the market in 1994 was as high as 22 percent. In 1998 major projects undertaken in the Ile-de-France region included the extension of the runways of Roissy airport, the building of the Eole and M?t?or metro lines. However, the cancellation of the concession of the West part of the A86 is reported to have had a negative impact on the market in the Ile-de-France region, as this resulted in the postponement of the building of two tunnels.

A major project that will generate demand for the French

civil engineering market during the forecast period is the building of the East high speed railway line.

MSI estimate that the French civil engineering market will increase, in value terms, during the forecast period. Indeed, the market is forecast to record a 1 percent yearly growth in real terms between 1999 and 2001, before achieving 2 percent annual growth in 2002 and in 2003. This forecast growth reflects the combination of favourable factors between 1999 and 2003. Although investment from the French government is expected to slow down during this period, an increase in investment from local authorities and private companies is forecast to largely offset investment cutbacks from the government. Moreover the building of the East high speed railway line is expected to strengthen the market growth towards the end of the forecast period.

The major groups operating in the French civil engineering market include Bouygues, Vivendi, Suez Lyonnaise, Eiffage and Spie. The majority of these groups are involved both in the civil engineering and the building construction sectors. However, during the review period these large groups have suffered heavily from the depressed economic environment and the sharpening of competition in the French construction sector, and in the building sector in particular. As a result, some of these groups have tended to refocus their activity on the civil engineering sector and to pull out of the French building sector. This trend is believed to have strengthened during 1999, despite the recovery of the French building market in 1998 and in 1999.

Within the civil engineering industry some of the

companies have tended to refocus on the more buoyant markets. These markets have included the electrical work sector and the road work sector. This trend has also been reflected by a number of company acquisitions in France and abroad during 1999.
