EXECUTIVE SUMMARY

The value of house building output in Germany increased significantly by some 40 percent between 1993 and 1995 to DM1264 billion (ECU68.2 billion), before decreasing marginally in 1996. MSI estimate that house building activity increased by 2 percent in 1997 to reach a value of DM125.8 billion (ECU64.2 billion).

The number of house building authorisations rose significantly until 1994 before decreasing substantially in the three subsequent years due to a saturated market and cuts in government incentives. Housing completions increased appreciably until 1996 before decreasing by some 9 percent in 1997.

Between 1993 and 1996 the proportional importance of authorisations in private house building rose compared with authorisations in public house building. Indeed, whilst private sector authorisations accounted for 75 percent of total authorisations in 1993, this share increased to as much as 79 percent in 1997.

MSI estimate that completions of work on new properties in 1997 accounted for 86 percent of the total number of completions. Within the category of new properties, flats are estimated to have accounted for some 57 percent of project completions, detached houses for some 30 percent and semi-detached houses for some 13 percent of new housing completions.

While new house building activity increased substantially by some 43 percent between 1993 and 1995 to DM68.4 billion (ECU36.9 billion) before declining by 4 percent in the two subsequent years, demand for RMI work grew appreciably by some 43 percent throughout the whole review period to account for 48 percent of all housing construction output.

MSI forecast that the number of housing completions will grow by 3 percent throughout the forecast period, while housing authorisations are expected to increase by some 6 percent during the same period.

Throughout the review period the proportional importance of construction activity in terms of authorisations, completions and output value in east Germany was increased. Indeed, the three sectors showed considerably more significant growth rates than its western counterpart, with completions increasing by as much as 225 percent in east Germany throughout the review period, for example.

Between 1998 and 2002 the value of house building activity is forecast to rise by some 13 percent in real terms, helped by stronger growth in the RMI sector.

The German house building industry is highly fragmented with local and regional companies playing a major role. However, with house building activity being the only growing segment within the construction market, an increasing number of general construction companies are starting operations in the house building sector.
