EXECUTIVE SUMMARY
The total building construction output was
expected to reach FF424 billion (ECU64 billion) in 1997, with new building work
representing 44 percent of the total output and repair, maintenance and improvement
work accounting for 56 percent of the total.
MSI estimate that the number of apartment
buildings started in 1997 was 113 100 and the number of individual houses
started were 155 500, together representing 268 600 dwellings
started.
The market for house building can be segmented
into two sectors: the social and private sectors, with the private sector
accounting for the highest number of both apartment buildings and houses
started in France over the review period.
MSI believe that a number of factors have a
significant impact on demand for new housing. Indeed, the client's willingness
and ability to purchase a house combined with economic factors such as the
level of unemployment strongly influence the market. Moreover, such factors as
government incentives and demographic trends affect demand as well.
Trade sources report different economic and
demographic trends in the 22 regions of France which, in turn, affect the
number of dwellings started in every region. Ile-de-France recorded the highest
number of dwelling starts over the review period. Private housing starts
represented the largest share of all housing starts in Midi-Pyrnes
in 1997 whereas the largest number of social housing starts was reported in
Nord-Pas-de-Calais region.
House builders must consider a number of critical
factors that are essential to succeed in the market for house building such as
price, quality, the company's reputation, sales and marketing efforts and their
own financial situation.
MSI believe that the structure of the French house
building industry is rather fragmented in the houses and social housing sectors
whereas the apartment building industry is led by a small number of large
companies operating in various industries in France and worldwide.
In France, house builders are subject to a number
of regulations which affect both the public and private sectors. In addition,
house builders have to be aware of the different specification procedures due
to the fact that decision makers are not the same in the two
sectors.
