EXECUTIVE SUMMARY

In 1996, the UK design and build market realised nominal growth of 11 percent to reach a value of œ8.3 billion. This followed a slowing in market growth during 1994 and 1995 when UK construction output was affected by the lack of economic confidence and overcapacity. Strong market growth in 1996 can be attributed to the increase in the popularity of self financing procurement methods of design and build, mainly in the civil engineering sector.

The private commercial, private industrial, private housing and public non-housing sectors realised the strongest market growth in the design and build sector in 1996. The repair and maintenance design and build sector also increased moderately in value during the year, but there was a further decline in the public housing sector and a marginal decline in the value of infrastructure design and build output.

The continuing trend for clients wanting to maintain control over the design of a project resulted in design and build with novation being the leading type of contract in 1996, accounting for 37 percent of the market value. Develop and construct procurement maintained its share of the market at 28 percent in 1996, whilst design, manage and construct increased its proportional importance to 28 percent. Pure design and build's market share fell to 29 percent during the year.

The factors affecting demand for design and build work include construction market trends, trends in the UK economy, levels of government investment and political stability.

During 1997, the UK design and build market is forecast to increase in value by 9 percent in real terms. This strong growth is expected to continue throughout 1998 with a further real increase of 9 percent forecast, reflecting the anticipated increased penetration of design and build in the civil engineering sector as the UK economy returns to growth. The civil engineering sector is expected to benefit from an increased flow of Private Finance Initiative projects, during the remainder of the decade.
