EXECUTIVE SUMMARY

The value of commercial and industrial construction output in Great Britain grew continuously between 1994 and 1997, albeit at a lessening rate after 1995. The value of new and repair & maintenance commercial and industrial construction output is believed to have risen to œ27.1 billion in 1997 compared with œ19.6 billion recorded in 1993.

New construction work accounted for 57 percent of the value of total commercial and industrial construction activity in 1997, the same level as in 1993. Both new and repair & maintenance work increased in nominal terms throughout the period between 1993 and 1997.

Private sector commercial and industrial construction output increased by a substantial 57 percent between 1993 and 1997, whilst the value of public sector output recorded in 1997 was only 6 percent higher than that in 1993.

The most significant end user sectors in terms of value of construction output in 1997 were:

- offices, accounting for 23 percent
- factories, accounting for 16 percent
- entertainment, accounting for 15 percent
- shops, accounting for 14 percent

The entertainment and warehouses sectors recorded the largest increases in the value of construction output between 1993 and 1997 with growth of 105 percent and 81 percent respectively.

New construction output in Wales rose by 88 percent between 1993 and 1997, whilst output in England and Scotland grew by 37 percent and 35 percent respectively. However, output in England accounted for 84 percent of the value of new commercial and industrial building work in 1997.

The principal factors affecting the level of commercial and industrial construction activity in Great Britain include end user performance, domestic and international economic factors, government policy, the approach of the millennium, the National Lottery, population and social trends and political changes.

Commercial and industrial construction output in Great Britain is forecast to grow by 5 percent in real terms in 1998, with further growth expected in the subsequent two years.

The characteristics of successful commercial and industrial builders are believed to include specialisation on key sectors, selective tendering, diversification into related activities, client focus, relationship building or partnering, an ability to deal with PFI contracts and a good understanding of end users.
