The management of water supply in France is the responsibility of municipalities since the enforcement of the law of the 3rd January 1992.
The level of capital expenditure on water supply projects has increased between 1995 and 1999, reflecting the necessity to meet EU legislation. MSI project that expenditure on water supply in France will amount to FF5 610 million (EURO855 million) in 1999, representing a 2 percent increase on 1998.
The Seine-Normandie basin has recorded the highest level of investment in the water supply sector with a share of 3 percent of total capital investment reflecting the large population and the significant level of industrial and agricultural activity in this region.
There are a number of factors affecting the level of capital expenditure on water supply in France throughout the review period including:

* economic factors
* bathing water quality
* regional disparities
* financial support by basin agencies
MSI forecast that capital expenditure on water supply projects will increase between 2000 and 2005. MSI expect that the Seine-Normandie basin will remain the basin with the highest level of investment in water supply in the 2000 to 2004 period.
Although municipalities have the responsibility for the management of water supply they can delegate this task to private operators. Such contractual relationships between public and private operators are well developed in the management of water supply. Indeed, MSI believe that in 1998 some 76 percent of water supplied in France was accounted for by private operators compared with 24 percent by municipalities.
