EXECUTIVE SUMMARY
This report examines the Scottish Water Industry,
providing coverage of water supply and sewerage services provided by the three
authorities, EOSWA, NOSWA and WOSWA.
The capital expenditure on water supply and
sewerage related projects by each of the authorities for the 1992/93 to 1996/97
financial period and forecast expenditure for the 1997/98 to 2001/02
period.
For the purposes of this report, sewage refers to
water-borne wastes from domestic uses of water, derived from households or
similar uses in trade and industry.
Sewage sludge is a by-product arising from the
treatment of sewage or from septic tanks or similar installations.
Sewerage is a system of pipes and mechanical
appliances for the collection and transportation of domestic and industrial
waste waters.
With regard to sewage, treatment levels are
classified as follows:
Preliminary treatment: gross solids in sewage are
removed or disintegrated by passing it through screens
Primary treatment: sewage flows into settling
tanks where solid material sinks to the bottom.
Secondary treatment: relies on the action of
natural bacteria to break down the organic matter that is left in the sewage
after primary settlement.
Tertiary treatment: the removal of suspended
matter and nutrients to enable the effluent to comply with more stringent
standards before discharge to a receiving water.
The purpose of the PFI is to use private sector
finance and management expertise for projects which would traditionally have
been financed and operated by the public sector.
