In the year to March 1999 capital expenditure by the water industry in the UK marginally declined by 1 percent to ?4.4 million (euro6.2 million). The decline in capital expenditure was largely as a result of water companies in England and Wales completing major capital expenditure programmes set for the Periodic Review from 1995 to 2000. The new Periodic Review, set by OFWAT, will come into effect in April 2000. Consequently, water companies in England and Wales devoted much of the year to March 1999 to formulating business plans for the new Periodic Review, which is an additional factor relating to the marginal decline in capital expenditure.
Investment by the water industry in England and Wales accounted for the largest proportion of total capital expenditure by the UK water industry in the year to March 1999. Indeed, capital expenditure by the water companies and the Environment Agency in England and Wales represented some 91 percent of the total, while investment in Scotland represented 7 percent and capital expenditure in Northern Ireland accounting for the remaining 2 percent of total capital expenditure by the UK water industry in the year to March 1999.
The water service companies in England and Wales continued to undertake the majority of capital expenditure, compared with expenditure by water only companies and the Environment Agency. Water service companies accounted for 84 percent of the total compared with only 6 percent by the water only companies and 10 percent by the Environment Agency. The supply area is a major factor which influences capital expenditure. As a result water service companies which have a greater supply area than water only companies also have higher capital expenditure levels.
The principal factor affecting investment by the UK water industry is EU legislation and regulation. Indeed, between 1995 and 1999 the main priority for water companies was to initiate investment programmes that would enable them to meet standards for water treatment and water quality. Additionally, MSI believe that investment is affected by sources of finance and regional characteristics.
Total capital expenditure by the water industry in England and Wales is forecast to fluctuate between 2000 and 2004. MSI expect that capital expenditure will decline by some 18 percent in the year to March 2000, which will largely be due to uncertainty in the industry over future capital expenditure programmes in the build up to the next periodic review. However, MSI forecast that capital expenditure will increase in the subsequent years.
In the year to March 1999 capital expenditure by the Scottish water industry increased significantly by 30 percent to ?320.6 million (euro455.3 million). The increase in capital expenditure is largely due to the elimination of uncertainty in the industry, which was caused by the restructuring of the industry in 1996.
MSI forecast that capital expenditure by the Scottish Water industry will continue to increase. In the year to March 2001 MSI expect that capital expenditure will increase by 61 percent. This will enable the Scottish water authorities to meet wider legislative requirements, comply with the requirements set in the UWWTD and to improve the coastal and river environment of Scotland.
Capital expenditure by the Northern Ireland water industry increased by 7 percent to ?73 million (euro148.1 million) in the year to March 1999. The increase was a result of the need to meet quality and environmental standards.
MSI forecast that capital expenditure by the Northern Ireland water industry will increase by 17 percent in the year to March 2000 whilst the Northern Ireland Water Service concentrates on upgrading the region's water and sewerage infrastructure. During the year to March 2002, the Northern Ireland Water Service will receive extra funding which will consequently increase investment by the industry.
