EXECUTIVE SUMMARY
MSI project that total capital investment in the
UK utilities will increase by only 1 percent in the year to March 1998 to reach a
value of £7.94 billion. This followed increases in investment of 5 percent and
2 percent during the 1996 and 1997 financial years respectively.
Capital investment in process plant in the UK
utilities is projected to account for 42 percent of total investment in the 1998
financial year, representing a value of £3.36 billion. Capital investment
in civil engineering and building projects is projected to account for a
further 29 percent and 20 percent of investment respectively in the same period.
In the 1998 financial year the water industry is
projected to account for 44 percent of total capital investment by the utilities. The
high level of investment in the water industry is predominantly due to
companies having to comply with legislation on water quality and sewage
disposal. MSI believe that investment in the electricity supply and generation
industries will account for 23 percent and 19 percent of expenditure respectively in the year
to March 1998. Capital investment in the gas supply industry will account for
the remaining 14 percent of total investment during this financial year.
The principal factors that have influenced the
levels of capital expenditure in the UK utilities include:
- - privatisation
- - environmental legislation
- - regulatory and governmental energy
reviews
- - the introduction of market
competition
MSI forecast that capital investment in the
utilities will increase by 3 percent in real terms during the 1999 financial year.
However, capital expenditure is expected to decline between the 2000 and 2003
financial years.
Capital expenditure in the UK water industry is
projected to fall by 5 percent to £3.51 billion in the 1998 financial year.
Expenditure by companies in the water industry is forecast to decline
continuously between the 1999 and 2003 financial years. Indeed, during the
forecast period investment in the UK water industry is expected to decline by
26 percent in real terms.
Between the 1994 and 1997 financial years capital
expenditure by the electricity supply companies is estimated to have increased
by 12 percent in nominal terms to £1.75 billion. A further increase in
investment of 5 percent is projected to occur in the year to March 1998. Furthermore,
investment in the electricity supply industry is forecast to rise by 7 percent in real
terms during the 1999 financial year.
Capital expenditure by the electricity generation
companies is projected to increase by 7 percent to £1.54 billion in the year to
March 1998, with further growth expected in the subsequent financial year.
However, investment in the electricity generation industry is forecast to fall
continuously between the financial years to March 2000 and March
2003.
Capital investment in the UK gas supply industry
is estimated to have declined by a substantial 22 percent to £959 million
between the 1994 and 1997 financial years, with an 11 percent rise in investment
expected in the year to March 1998. Capital expenditure by the gas supply
companies is expected to rise in real terms in the 1999 financial year and be
maintained at a relatively high level during the remainder of the forecast
period.
