EXECUTIVE SUMMARY

The market for recycled materials in the UK is in its infancy. However, at the time of writing a lot of work was being carried out largely through government initiatives to create sustainable markets for recycled materials. In 2000 the UK market for reprocessed waste increased by an estimated 6 percent to reach a total volume of 3.2 million tonnes. Moreover, the volume of recycled municipal waste rose even more significantly by some 17 percent during the same year.

MSI believe that reprocessed waste form paper/fibreboard accounted for some 57 percent of total reprocessed waste in the UK in 2000, compared with 60 percent in the previous year. Moreover, glass accounted for 21 percent of the total volume of reprocessed waste in 2000, and the proportional importance of reprocessed steel rose to 8 percent of the market.

Paper and card represented the material from household waste that was recycled the most in 2000. Indeed, paper and card represented some 37 percent of all recycled or composted household waste.

MSI have identified a number of key factors which affect the level of demand for recycling in the UK, the most notable including:

MSI forecast that the volume of reprocessed waste in the UK will increase by some 43 percent between 2001 and 2005. Legislation has driven the recycling market in the UK during the review period and is expected to do so throughout the forecast period. Indeed, MSI expect government legislation and regulation to remain the main driver of the recycling industry. For example, the Waste Strategy 2000, is expected to contribute to the growth of the recycling market, particularly as the key components of the Waste Strategy 2000 include:

The primary drivers in the waste management sector in the UK are the UK government's and EU's drive for greater resource efficiency. Subsequently, MSI believe that operators will have to increasingly offer a national service across a wide range of waste types such as packaging, industrial and medical waste. Indeed, as landfill charges rise, companies will have to offer a range of disposal options.

There has been significant acquisitional activity within the waste management industry and the concentration of the industry has increased. MSI believe that the principal reasons why companies have undertaken acquisitional activity include
