EXECUTIVE SUMMARY

1. French authorities recorded 896 contaminated sites in France in 1996. However, industry sources report that the number of potentially contaminated sites in France could amount to some 300 000, some 75 percent of which are believed to require remediation.
2. MSI estimate that the French market for contaminated land assessment and remediation has increased by 13 percent between 1994 and 1998. The market is believed to have recorded a peak growth in 1998, reaching FF543.4 million (ECU82.3 million). Of this total, some 51 percent was accounted for by assessment work.
3. In addition to a general economic recovery the increase in the market in 1998 is partly explained by the fact that in 1997 GDF, the French gas supplier, launched a plan to rehabilitate more than 400 sites that were former gas plants over a period of 10 years.
4. The assessment market is estimated to have increased by as much as 41 percent during the review period to FF278.8 million (ECU42.2 million) in 1998. This significant growth in assessment work largely reflects the impact of a number of measures undertaken by the French Ministry of Environment. Among these measures, in April 1996 the Ministry of Environment launched a programme to implement a simplified assessment of 1 500 industrial sites whose activities are potentially polluting the soil.
5. MSI estimate that the remediation market declined by 7 percent between 1994 and 1998 to FF264.6 million (ECU40.1 million). This downward trend is believed to reflect price decreases and a shift in customers’ attitudes towards cheaper techniques rather than a decrease in demand.
6. Physical solutions are believed to account for the largest part of the remediation market representing as much as 56 percent of the total market in value terms in 1998. During the same year, biological treatments accounted for 21 percent after a significant gain in market share throughout the review period. The thermal treatment methods were estimated to have an 11 percent share of the market and the remainder of the market was shared out between containment and solidification methods and chemical treatment methods.
7. MSI believe that the French market for contaminated land treatment will continue developing during the forecast period, partly reflecting the different measures undertaken by the Ministry of Environment in order to inform land buyers of the risk posed by soil contamination.
8. The contaminated land assessment and remediation industry in France is still young and the structure is relatively fragmented and largely composed of small and medium sized companies. Nevertheless, industry sources report an increasing presence of large European and international groups in the French market, strengthening competition in the market.
9. Competition in the land treatment market in France is reported to have become much sharper between 1994 and 1998. Although the French market represents a large potential, its development has been constrained by a number of factors during the review period. However, during the same period a number of companies have entered the market. As a result some organisations have reported some loss in their market share.
