EXECUTIVE SUMMARY

The management of water supply and sewage disposal in France is the responsibility of municipalities since the enforcement of the law of the 3rd January 1992. The level of capital expenditure on water supply and sewage treatment in France was increased by 15 percent between 1993 and 1995 reflecting the necessity to meet EU legislation requirements. Nevertheless, the level of capital expenditure in water supply and sewage treatment has declined slightly in 1996 and 1997, mainly as a consequence of increasing pressures for municipalities to reduce the price of water.

Between 1993 and 1997, the proportional importance of sewage projects within total capital expenditure has been increased mainly reflecting the gap between the sewage treatment capacity in France and the required standards of the EU directives.

The following factors influenced the level of capital expenditure in both water supply and sewage disposal in France throughout the review period:

- EU directives and national legislation
- sources of finance
- regional disparities

MSI forecast that capital expenditure on water supply and sewage treatment projects will recover progressively following the 1997 decline. Indeed, following a decrease in capital expenditure in real terms in 1998, investment is expected to be increased until 2001, before a further small decline is forecast in 2002.

Throughout the review period capital expenditure in the Seine- Normandie basin has accounted for some 35 percent of total capital investment followed by the Rh"ne-M‚diterran‚e-Corse basin with a share of 20 percent. MSI forecast that the Seine-Normandie basin will remain the basin with the highest level of capital expenditure in water supply and sewage disposal in the 1998 to 2002 period, with the proportional importance of investment in this basin being increased to 38 percent of the total.

Although municipalities have the responsibility for the management of water supply and sewage disposal they can delegate this task to private operators. Such contractual relationships between public and private operators are more developed in the management of water supply than in the sewage sector. Indeed, MSI estimate that in 1997 only 22 percent of water supplied in France was accounted for by municipalities compared with 78 percent by private operators. In contrast, the largest share of sewage treatment plants were operated by municipalities followed by the three utilities groups, namely Compagnie G‚n‚rale des Eaux, Suez- Lyonnaise des Eaux and the SAUR Group.
