EXECUTIVE SUMMARY
MSI estimate that the volume of solid waste arising in the UK increased
by 2 percent to 167 million tonnes in 1997, following an increase of 3 percent
during 1996. The upturn in the rate of growth of waste arising in 1996 compared
with 1995 reflected positive economic conditions in the UK.
A number of factors are expected to have a significant impact on the
market for waste management during the remainder of the 1990s, including the
following:
- - the landfill tax
- - the Producer Responsibility Obligations (Packaging Waste)
Regulations 1997
- - the planned introduction of an EU directive on landfill -
government strategy for sustainable waste management, including targets for the
recovery of waste
MSI forecast that the volume of waste arising will increase marginally
in 1998 before declining into the next century as the practices of waste
minimisation and reclamation increase.
Private contractors continued to increase in importance as domestic
waste collectors during 1997, accounting for some 40 percent of the volume of
domestic waste commercially collected.
Some 87 percent of UK commercial, industrial and construction &
demolition waste commercially collected was collected by private contractors
during 1997. This represents an increase in proportional importance compared
with 1995 when private contractors accounted for 85 percent of volumes
collected.
MSI believe that some 50 percent of waste was treated prior to disposal
in 1997 compared with 43 percent in 1993. An increase in the popularity of
compacting and reclamation contributed to this increase in the treatment of
waste as a growing number of companies attempted to divert waste from
landfill.
Some 70 percent of the total volume of waste was disposed of at landfill
during 1997, which represents a marginal reduction in proportional terms
compared with 1995. MSI believe that the volume of landfilled waste will
continue to decline during the next five years as a result of the increasing
costs of landfill, EU directives and the target to reduce the proportion of
waste going to landfill to 60 percent by 2005.
As part of a sustainable waste management strategy, MSI believe that the
number of recycling initiatives will continue to increase as households and
companies become increasingly aware of the need to reduce the volumes of
landfilled waste. In addition, energy from waste plants will increase in
importance as energy recovery from incineration becomes more widely recognised
as a viable alternative to disposal for certain types of waste.
