EXECUTIVE SUMMARY

Total capital expenditure by the water and sewerage companies in England and Wales was increased up to the year to March 1998 before declining in the subsequent two years. Following increases throughout the review period, expenditure on sewage disposal declined marginally in the year to March 2000. The proportional importance of expenditure on sewage disposal increased throughout the review period, accounting for some 61 percent of the total in the year to March 2000.

In the year to March 2000 the water and sewerage companies in England and Wales invested some £2.09 billion (€3.51 billion) in sewage disposal. Of this total, some 61 percent was accounted for by investment in sewage treatment. A further 30 percent was invested in the sewerage network and the remaining 9 percent in general sewage assets.

Total capital expenditure by the water and sewerage companies in England and Wales is expected to decline during the forecast period despite a forecast increase in 2004. MSI believe that expenditure on sewage disposal projects will continue to account for the greatest proportion of investment, although the importance is expected to decline.

During the review period the methods used for sewage sludge disposal changed significantly. Indeed, following the prohibition on the disposal of sewage sludge at sea introduced in December 1998, the water and sewerage companies have been forced to use alternative methods.

Total capital expenditure by the Scottish water industry declined in the years to March 1996 and March 1997, reflecting the restructuring of the industry. However, capital expenditure was increased during the remaining years of the review period. The proportion of capital expenditure accounted for by sewerage and sewage treatment investment increased during the majority of the review period. Indeed, in the year to March 2000 expenditure on sewerage and sewage treatment amounted to £215.6 million (€362.2 million), representing some 57 percent of total capital expenditure.

Capital expenditure by the Scottish water industry is expected to be increased throughout the forecast period. However, investment in sewerage and sewage treatment is forecast to decline in the years to March 2002 and March 2003. Furthermore, investment in sewerage and sewage treatment is expected to account for a smaller proportion of total capital expenditure during the forecast period than during the review period.

The Water Service Board controls the water and sewerage sector in Northern Ireland. In the year to March 2000 total capital expenditure by the Northern Ireland water industry amounted to £100 million (€168 million). However, despite an increase in expenditure on sewage disposal during the same period, the proportional importance of investment in sewage disposal projects declined to represent 35 percent in the year to March 2000.

Total capital expenditure by the Northern Ireland water industry is expected to be increased by some 32 percent during the forecast period. Furthermore, expenditure on sewage disposal projects is expected to be increased during the forecast period to account for a greater proportion of total capital expenditure than during the year to March 2000.
