EXECUTIVE SUMMARY

Capital expenditure by the water and sewerage companies in England and Wales increased during the review period. In the year to March 1999 investment in sewage treatment was the highest since privatisation. Capital expenditure increased during the review period as a result of water and sewerage companies accelerating projects in order to meet the standards required under the UWWTD.

In the year to March 1999 some œ2.08 million (euro2.95 million) was invested in sewage related projects by the 10 water and sewerage companies in England and Wales. During the year to March 1999 sewage related projects accounted for some 61 percent of total capital expenditure in England and Wales. Of the capital expenditure on sewage disposal in the year to March 1999 some 59 percent was invested in sewage treatment. A further 32 percent was invested in sewerage systems and the remaining 9 percent in general sewage requirements.

MSI expect that capital expenditure by the water service companies will fluctuate somewhat during the forecast period. MSI forecast that in the year to March 2000 capital expenditure will decline as the periodic review from 1995 to 2000 comes to an end. Expenditure on sewage disposal will vary from company to company. In the review period sewage disposal accounted for the largest proportion of investment. However, MSI expect that the overall expenditure will marginally decline. Despite the decrease, sewage disposal will receive a significant amount of investment between the year to March 2000 and March 2002.

During the review period, the disposal of sewage sludge and treatment was a subject under much discussion. As a result of the ban of depositing sewage sludge at sea in December 1998 water companies and authorities in the UK have been urged to opt for new disposal methods which involve recycling. MSI believe that farmland disposal will become increasingly popular in the future. In addition, under the UWWTD, water companies are required to improve the treatment of sewage sludge by increasing the use of secondary standard treatment works.

Total capital expenditure by the three Scottish Water Authorities declined between the year to March 1995 and the year to March 1 However, for the financial years ending March 1998 and 1999 capital expenditure increased by 12 percent and 30 percent respectively. During the review period the majority of capital investment in Scotland was accounted for by sewage disposal. This is due to the Scottish Water Authorities making improvements to wastewater treatments under the UWWTD.

MSI forecast that capital expenditure by the three water authorities in Scotland will increase significantly during the forecast period. In the year to March 2001 capital expenditure in Scotland is forecast to increase by some 110 percent in real terms. This is the result of financing under the PFI, which provides a means of incorporating private finance in water authority capital projects.

The water industry in Northern Ireland is controlled by the Water Service Board, which is an agency within the Department of the Environment for Northern Ireland. MSI believe that during the year to March 1999 the Water Service Board invested some œ73 million (euro104 million) on investment programmes, of which sewage disposal accounted for some 46 percent.

MSI expect that capital expenditure by the Water Service Board will increase during the forecast period. The majority of the additional funding will be devoted to the Water Service Board's investment programme to enable the agency to meet the demanding requirements of EU directives, including the UWWTD.
