EXECUTIVE SUMMARY
The UK market for contaminated land treatment is
believed to have increased by 5 percent to £639 million in 1998. MSI believe
that the increase in construction output in the UK has stimulated the market,
particularly due to the number of brownfield sites being developed.
MSI believe that both the contaminated land
assessment and remediation markets recorded growth in 1998. Remediation work
continues to represent the largest proportion of the contaminated land
treatment market. Indeed, remediation work represented 62 percent of the total market
in value terms and assessment work the remaining 38 percent in 1998. However, MSI
believe that the UK market for contaminated land assessment has increased its
share of the total market value in recent years.
The UK market for contaminated land assessment is
estimated to have increased by some 28 percent between 1994 and 1998. The growth of
the sector reflects the increase in UK construction activity and the general
rise in land purchases. Indeed, increasingly contaminated land assessment is
being commissioned as developers' awareness of the liabilities they can face
due to the contamination of land rises.
UK contaminated land remediation work is estimated
to have increased by 4 percent to £396 million in 1998. The level of development
of brownfield sites has increased demand for land to be remediated to a
standard suitable for its proposed use. Indeed, MSI believe that there has been
a high incidence of redevelopment of land at brownfield sites, particularly for
the construction of millennium projects in recent years.
Excavation and disposal of contaminated soil
continues to represent the largest proportion of the remediation market in the
UK. In 1998 it is estimated that the technique represented some 78 percent of the
market value. However, MSI believe that excavation and disposal as a
remediation method for contaminated land has marginally declined in its market
share between 1994 and 1998. Indeed, specialist remediation techniques are
gaining market share at the expense of excavation and disposal.
The level of UK construction output is a principle
factor affecting demand for contaminated land and remeditaion work. The
construction industry is in turn effected by the UK economy. MSI have also
identified that the availability of þgoodþ ground in the UK and
general attitudes towards greenfield development have increased the use of
contaminated land for new construction development.
MSI forecast that the UK market for contaminated
land treatment will increase by some 28 percent between 1999 and 2003. It is expected
that the growth of the market will be affected by the introduction of
legislation implementing a new regime for contaminated land in July 1999. It is
expected that the new legislation will increase the level of assessment and
remediation work in the UK.
