EXECUTIVE SUMMARY

The French market for electronic access control increased significantly between 1993 and 1997 sustaining a strong phase of growth. During 1997 the market increased by 10 percent to reach FF2087 million (ECU315 million) at end user prices. MSI project further growth of 10 percent during 1998.

Demand for audio and video entry systems is believed to account for 46 percent of the total value market whilst on-line systems and stand alone equipment represent 31 percent and 23 percent respectively. Growth in demand for on-line systems has been the most significant during the review period. MSI project a 14 percent increase in sales of on-line systems during 1998, reflecting rapid technological developments which have boosted demand for on-line systems installed as part of integrated systems.

Proximity technology is believed to account for nearly 60 percent of the on-line market in value terms, whilst demand for magnetic strip swipe cards has been losing market shares during the review period to account for 25 percent of the total. New technologies including biometrics and smart cards are expected to continue to increase their market share during the next five years.

End user demand has evolved significantly during the review period with the development of new end user markets including the leisure sector, universities, hospitals and pharmacies. It is also believed that end user demand in the industrial sector has been further extended to smaller companies. MSI believe that the commercial and service sectors will account for some 35 percent of the total market value in 1998. The industrial sector is believed to account for 34 percent of the total, whilst the residential sector is expected to represent some 15 percent of the market.

The fear of crime has been a contributing factor to the increasing demand for electronic access control equipment in recent year. The need for increased security in all end use sectors has had a strong impact on the market. Other factors include:

- the level of activity in the construction activity
- the confidence in the French economy and industrial
investment
- year 2000 compatibility
- technological developments

MSI forecast steady market growth between 1998 and 2003. Indeed, the market is expected to increase by double figure percentages each year throughout the forecast period. This will principally reflect the increased demand for multi-service systems including the control of time and attendance and payment facilities. End users demand for integrated systems is expected to continue to impact significantly on the market.

The distribution of electronic access control systems varies according to the type of products and installers involved. Typically, sales through distributors are believed to account for 90 percent of the French market in 1998, whilst direct sales are believed to account for the remaining 10 percent. The distribution of electronic access control equipment is complex due to the multiplicity of players involved as well as the variety of industrial sectors concerned.

The manufacturing industry is highly fragmented with a plethora of small specialist companies. Since the beginning of the 1990s, the industry has been affected by numerous changes, mergers and acquisitions, and the increasing role of software manufacturers. The industry is expected to further consolidate during the beginning of the new millennium.
