EXECUTIVE SUMMARY

Total deliveries to steel stockholders in the UK reached 8.3 million tonnes in 1998, of which 53 percent was accounted for by imports.

UK steel mills' deliveries to stockholders totalled 3.9 million tonnes in 1998, which represented a 5 percent decline in volume terms in comparison with 1997. MSI believe the principle cause of this decline was the high value of Sterling which subsequently meant that the UK market for steel was subject to higher levels of imports.

The level of service offered by UK stockholders is a significant factor affecting the demand for steel products. MSI believe that competition in the market has encouraged stockholders to invest substantial amounts in projects to improve their operational efficiency and subsequently their level of service.

MSI forecast that UK steel mills' deliveries to stockholders will decline by 2 percent in volume terms during 1999. MSI believe the principal cause of this decline will be a continuation of the unfavourable economic conditions that affected the industry in 1998. However, the volume of steel deliveries to stockholders is expected to increase between 2000 and 2002.

MSI estimate that in 1998 UK production of finished steel declined by some 6 percent in volume terms to 16.2 million tonnes following steady growth between 1994 and 1997. MSI believe that the downturn was attributable to the influx of cheaper imports, which met a higher proportion of domestic demand during the year.

The factors that are critical to the success of companies operating in the steel stockholding sector include:

The UK steel market suffered from increased import penetration during 1998. Indeed, UK imports of steel increased by some 15 percent in volume terms in the same year. In contrast, UK exports of steel decreased by a significant 14 percent in volume terms during 1998.

There has been a large amount of acquisition activity within the UK steel stockholding sector and consequently the level of concentration of the industry has increased significantly. This acquisition activity has been driven by the acquisition of UK stockholders by overseas steel producers, and the withdrawal of more broadly-based UK engineering companies from stockholding activities.
