EXECUTIVE SUMMARY

MSI estimate that the French market for roofing materials decreased by 7 percent in 1996 to a level of 120.6 million m2. This significant decrease reflected the downturn in French construction activity during the year and the significant decrease in the fibre cement markets following the July 1996 law banning the use of asbestos.

Tiles and slates are believed to have accounted for the largest proportion of the total market in terms of area covered in 1996. Within the tiles and slates market, natural materials such as clay tiles and slates have gained market share at the expense of concrete tiles and fibre cement slates. Indeed, French customers are becoming increasingly conservative and attracted by traditional materials.

Steel accounted for the largest proportion of the metal roofing market during the 1992 to 1996 period. Demand for steel roofing was significantly reduced during the review period as this market is strongly dependent on the new construction market for industrial buildings, retail superstores and warehouses.

Bituminous roofing felts represented the largest sector of the waterproofing covers market, accounting for 76 percent of the area covered. However, synthetic waterproofing covers have gained market share at the expense of bituminous roofing felts between 1992 and 1996.

The French market for fibre cement and bituminous large elements declined significantly in 1996 as a result of the July 1996 law on the banning of asbestos. MSI estimate that in 1996 the market for fibre cement and bitumen declined by 15 percent. Moreover, the French market for translucent roofing declined as a result of the fall in the French market for large elements as they are often installed as a complement.

The level of building activity is by far the greatest factor affecting demand for roofing materials in France. Between 1990 and 1996 the number of housing and non-housing starts declined by 11 percent and 21 percent respectively.

MSI forecast that the French market for roofing materials will decline by a further 2 percent in 1997. However, an expected increase in housing starts in 1997 will lead to an increase in demand for roofing materials in 1998. After 1998, MSI believe that the market should increase further as stability and confidence begin to be restored.

France achieved a trade surplus in terms of volume for each material under review during the 1992 to 1996 period except for natural slates.

MSI estimate that the French roofing contracting market decreased by some 2 percent in nominal terms in 1996 to FF12.9 billion (ECU2.01 billion). Between 1992 and 1996 the French market for roofing contracting steadily decreased except in 1994 when the construction activity showed signs of recovery.
