EXECUTIVE SUMMARY

The French market for paper and board fluctuated significantly between 1994 and 1998, affected by changes in local demand, international activity, and variations in stock levels. During 1997 the French market returned to growth, with a 10 percent increase in volume terms, before rising by just 3 percent in 1998 to reach 10.57 million tonnes.

Graphic papers is the largest product sector of the market, accounting for nearly 49 percent of the total volume of paper and board used in France, followed by paper and board packaging which is believed to have accounted for 43 percent of the total in 1998. Sanitary and household papers represented 5 percent of the market in volume terms during 1998.

The French paper and board industry is affected by a number of key factors including:

After strong fluctuations between 1994 and 1998, MSI believe that the market for paper and board will remain more stable during the forecast period, reflecting a more stable economic environment evident at the end of 1998. MSI forecast that the market will increase by 3 percent in 1999 and steady growth will continue throughout the remainder of the forecast period.

French production of paper and board fluctuated significantly between 1994 and 1998, affected by domestic demand and export sales. In 1997, production increased by 7 percent stimulated by a recovery in domestic demand and strong exports, particularly in the food and drink sector, which further stimulated the overall production of paper and board. Production increased by a further 1 percent in 1998.

International trade has a significant impact on the consumption of paper and board in France. The penetration of the market by imported goods is particularly high, especially for graphic papers. Indeed, import penetration of graphic papers represented 67 percent of the market in volume terms.

The distribution of paper and board has become increasingly critical to the success of companies as demand has become particularly price sensitive in recent years. As a result, a number of companies have increased the vertical integration of their activities from the manufacture to the conversion and distribution of their products in order to gain further competitive advantage.

The French paper and board industry is highly fragmented with a plethora of small and medium size companies. The industry is also highly international, represented by world leading companies, including American and Scandinavian multinationals operating in France through manufacturing plants, converting plants and/or owned distributors.
