EXECUTIVE SUMMARY

The UK market for food and drink packaging increased by a further 3 percent in volume terms in 1996 to reach 3.65 million tonnes, despite the continuing trend towards lighter packaging.

The reduction in packaging waste is forecast to be one of the key trends in the market over the period 1997 to 2001 as the UK implements legislation to conform to the EU packaging waste directive. At the time of writing the government was proposing legislation to meet the directive which would divide responsibility for packaging waste amongst all parts of the packaging chain.

There are numerous conditions regarding the obligations of companies relating to the legislation but broadly the responsibility for the recovery and recycling of packaging waste will be allocated to the different sectors of the supply chain in the following proportions:

- 47 percent
- 36 percent
- 11 percent
- 6 percent

The use of packaging materials is influenced by a number of factors including:

- consumer desires
- retailers' preferences
- suitability to task
- legislative requirements
- various qualities of the materials

These are in addition to, and sometimes in conflict with, the preferences of the food and drink manufacturers.

Demand for glass packaging from the UK food and drink industry increased during the period 1992 to 1996 as the demand for premium packaged goods increased. However, glass has continued to come under pressure from plastic packaging in manyapplications. Nevertheless, there was strong demand for glass from the alcoholic beverages sector during this period.

UK sales of steel cans are believed to have increased by some 16 percent in 1996, reflecting a 69 percent increase in the sales of steel beverage cans. Several major manufacturers of cans switched to using steel in place of aluminium during the year.

Sales of aluminium beverage cans are estimated to have fallen by 24 percent in 1996. However aluminium cans are still believed to have accounted for 63 percent of the total beverage can market during the year. The aluminium foil containers market has continued to increase during the period 1992 to 1996. However the future growth in this market is expected to be constrained by substitute products made from plastic and ovenable board.

Demand for board has increased during the review period, especially for the production of multipacks and sleeves for ready made meals, and these markets are expected to grow further during the period 1997 to 2001.

In the milk sector, cartons are expected to be replaced by other products, notably smaller plastic bottles in the medium term. However trade sources report that there are other markets developing for liquid beverage cartons including niche markets for packaging milk and soups.

UK polymer usage in food and drink packaging was increased by 4 percent in 1996 to reach 860 000 tonnes. Although MSI believe that plastic packaging will increasingly be used by the UK food and drink industry during the remainder of the decade, in volume terms the forecast increase in demand will be relatively modest due to anticipated advances in lightweighting.
