In 2002, the UK contract cleaning market was worth £4.76bn at current prices, a decrease of 1.6% on 2001.
This Key Note Market Report covers activities defined in the industrial cleaning category of the UK Standard Industrial Classification (SIC) codes, which includes: commercial, industrial and administrative buildings; window cleaning; and specialist cleaning of areas such as hospital operating theatres, computer rooms, ventilation systems and transport.
Several important factors are affecting the contract cleaning market. The industry is very labour intensive and legislation — notably the Transfer of Undertakings (Protection of Employment) (TUPE) Regulations, Fixed Term Employees Regulations, National Minimum Wage and Working Time Regulations — is in place to protect workers' rights. This type of legislation is particularly important in the labour-intensive contract cleaning market, as it governs minimum employment terms and conditions. Traditionally, employment conditions and rights in many cleaning companies were poor, and new legislation regarding improving employees' rights tend to increase costs and reduce profitability for companies. In addition, health and safety issues that relate to chemicals and vibrating equipment, such as floor cleaners, are of great concern to workers in the cleaning industry.
A major initiative is under way to improve training and professionalism in the form of a new Sector Skills Council (SSC), which will replace the Cleaning Industry Training Organisation (CINTO). The proposed new body — which is being supported by CINTO, Housing Potential and the Property Services National Training Organisation (PSNTO) — will cover the training interests of property care, as well as cleaning.
Customer satisfaction is crucial to the industry and cleaning standards need to be such that they are sufficient in preventing the spread of disease. In addition, recruitment is another factor affecting the contract cleaning market and it is hoped that the new SSC will boost staff retention.
Over the next 5 years, the contract cleaning market will continue to develop through companies offering associated services, such as catering and security. Increasingly, cleaning will be more closely associated with the facilities management market and facilities management companies will continue to expand activities to incorporate contract cleaning. The contract cleaning market is expected to grow slowly over the next 5 years, although growth might be more rapid in contract cleaning activities carried out as part of the service portfolio offered by facilities management companies. In addition, there is likely to be further consolidation in the industry, which will result in fewer, but larger, companies.
