EXECUTIVE SUMMARY

The UK market for contract cleaning services was worth an estimated £3.82bn in 2000, which represents growth of 27.4 percent since 1996.

The cleaning services covered in this report correspond to those defined as industrial cleaning in the UK government's Standard Industrial Classification (SIC). They fall into two main categories: traditional cleaning (which includes the cleaning of commercial, industrial and administrative buildings, and window cleaning) and specialist cleaning (e.g. the cleaning of operating theatres, computer rooms, boilers, chimneys, ventilation systems and transport). Cleaning activities not covered include laundering, carpet cleaning and drapery cleaning. Following the recent growth in facilities management, cleaning is often bundled with other services such as security, porterage, receptionist services, maintenance and restaurant/hotel services.

In 2000, there were 7,790 VAT-registered companies in the UK cleaning industry. By nature of the work involved, cleaning is a labour-intensive market, which employs around 308,000 people. Legislation and regulatory matters relevant to employment are of particular importance to the cleaning industry, notably the Transfer of Undertakings (Protection of Employment) Regulations (TUPE), the Employment Relations Act, the National Minimum Wage, Fairness at Work and the EU Working Time Directive.

Major players in the contract cleaning market are Rentokil Initial PLC, ISS International Service System A/S (of Denmark), RCO Holdings PLC, OCS Group Ltd, MITIE Group PLC, Pall Mall Holdings Ltd, LI Group Ltd and Sodhexo Alliance (of France).

Cleaning is an essential aspect of commercial, industrial and public activity, and will continue to be a vital business. There are opportunities to develop new market niches and the Government-led Best Value initiative should help reduce the very low pricing practices that often arise out of compulsory competitive tendering (CCT), which is commonly used in the public sector.

Buying behaviour has moved towards the purchase of bundled services and, based on an analysis of gross domestic product (GDP), the main markets for cleaning are in real estate/renting/business activity, wholesale and retail trades, and manufacturing. In the public sector, hospital cleaning is important.

Current issues facing the industry are a shortage of suitable labour, poor training and standards (the Department of Trade and Industry — DTI — and the Cleaning and Support Services Association — CSSA — are working on a project to develop standards), integrated pollution and prevention control, and TUPE and other employment-related legislation.

In the European cleaning industry there are 57,244 companies, which employ 2.5 million people in total.

The UK cleaning market is forecast to grow from £3.97bn in 2001 to £4.77bn in 2005.
