EXECUTIVE SUMMARY

This report looks at the market for the permanent appointment sector of the recruitment industry. Previously, this market was covered in the Key Note report, Employment Agencies, which has now been separated into this report and Recruitment Agencies (Temporary & Contract). This report covers those companies that are engaged in general permanent appointments, and executive permanent appointments, including executive search.

According to the main trade association, the Recruitment and Employment Confederation (REC), the value of this market was £1.29bn in the year to June/July 2000, in which period the number of placements was 493,502.

The largest companies operating in this market by alphabetical order are: Adecco Holdings (UK) Ltd, Berkeley Scott Group PLC, Brook Street (UK) Ltd, Carlisle Group PLC, Extra Personnel Ltd, Human Resource Group PLC, Melville Craig Group Ltd, Pertemps Recruitment Partnership Ltd, PSD Group PLC and TMP Worldwide Ltd. Several of these groups are also important players in the temporary recruitment market, notably Adecco, Brook Street and Pertemps. Foreign ownership of this sector has been growing in the last few years: Adecco, Brook Street, TMP Worldwide and most of the major executive search companies are foreign-owned.

The industry has seen a considerable number of mergers and acquisitions since the autumn of 1999. Some UK firms have been bought by foreign buyers, others have been merging with each other and some have been buying companies overseas. Yet, despite this restructuring, there remains an important place in the market for small firms. David Head, Publisher and Editor of Recruitment International magazine, who has been following this sector for more than a decade, believes that the future for the smaller recruitment consultancies is bright.

The impact of the Internet on this industry has been much debated during 2000, as online recruitment sites are becoming more important, attracting more visitors and advertisers. However, they are unlikely to replace the services of the High Street recruitment firms.

Key Note forecasts that the permanent recruitment market will grow in value by 51.7 percent between 2001 and 2005. Much depends on what happens to the economies of the UK’s major trading partners, the US, Germany, France and Italy. The current outlook is that their economies will slow down during 2001, but by how much is as yet uncertain. If the US economy declines sharply, which is a possibility, then our projections for the UK recruitment market will need to be reduced.
