EXECUTIVE SUMMARY

This report analyses the market for temporary and contract recruitment in the UK. It covers all organisations that recruit on behalf of clients for temporary positions, whether they call themselves recruitment consultants, recruitment companies or employment agencies.

The market for temporary and contract workers was worth £21.08bn in 2001, according to The Recruitment and Employment Confederation (REC), having grown by 23 percent since 2000. The largest sectors of the market are blue collar staff, secretarial and clerical workers, and technical staff — including engineering personnel. The fastest growing segment of the market has been professional and managerial appointments. There has also been a large rise in the number of appointments in the hotel and catering sector.

The industry which serves this market is a fragmented one. However, at the same time, a number of large companies hold strong positions in the market. The major firms are Adecco Holdings (UK) Ltd, Hays Personnel Services Ltd, Manpower PLC, The Corporate Services Group PLC, The Capita Group PLC, Select Appointments PLC, Spring Group PLC, Reed Executive PLC, Spherion UK PLC and Pertemps Recruitment Partnership Ltd.

The temporary and contract recruitment market has weakened since the summer of 2001, and some sectors (such as IT) are suffering. The strongest area of the market is interim management, while the public-sector categories (such as health and education) remain stable. The recruitment industry has been expecting a downturn for several months, ever since it became clear in the summer that the US was heading towards a recession. The arrival of a weaker market is, therefore, not a surprise, yet there seems to be a feeling that most companies will survive the current market weakness. What does worry the industry at the moment is the increasing amount of employment legislation, both from the UK and the EC — the industry is still awaiting the announcement of the final draft of the Government's Employment Agencies Act Regulations. All this legislation is causing the costs of both the recruitment companies, and their clients, to rise.

Another concern is that of online recruitment. While online recruitment companies have had to retrench during 2001, they still pose a long-term threat to other recruitment companies. A further worry is the IR 35 tax code, which affects self-employed contractors.

Key Note forecasts a fall in the temporary and contract recruitment market of 3.7 percent for 2002. However, some experts are forecasting a much sharper drop, while others are suggesting a more modest decline. There does appear to be a general agreement though that the first few months of 2002 will be difficult. 2003 is expected to be much better. However, all these forecasts assume that the UK will not go into a full recession in 2002. The long-term future is good, as employment is expected to rise, but there will be one key problem, that of skills shortages. These shortages will occur at all levels of the market.
