EXECUTIVE SUMMARY

The road haulage industry in the UK is crucial to the movement of goods around the nation. It can be described quite literally as the driving force behind the UK economy. In 2003, the total volume of goods moved by road rose by 1.3% to 152 billion tonne kilometres.
 
The industry is divided into three broad sectors, which cover vehicles weighing over 3.5 tonnes: own account distribution, contract distribution and shared user distribution. Contract distribution and shared user distribution are also known collectively as public haulage or `hire or reward' haulage. The contract distribution currently leads the way in terms of supply-chain management and customer service.
 
Each of the three sectors is experiencing pressure on their margins as a direct result of the spiralling cost of oil. The UK Government has postponed its planned fuel tax rises for 2004 to help the road haulage industry. The introduction of the Working Time Directive (WTD), which will take effect in 2005, is posing challenges for the market in terms of work load organisation and staff recruitment.
 
The advancement of information technology (IT) systems has already been widely adopted within the industry, and this is likely to continue, particularly within the contract distribution sector, where customers are demanding more added-value services and supply-chain transparency. The shared user distribution and contract distribution sectors are likely to experience increasing consolidation in the form of takeovers and mergers, as these sectors strive to gain economies of scale and international reach.
 
The future of the road haulage market is expected to reflect general trends in the wider UK economy. Between 2004 and 2008, the market is forecast to remain relatively static, experiencing marginal year-on-year declines in the volume of goods moved.
