EXECUTIVE SUMMARY

In the UK, public houses continue to play a central role in the social and economic life of the country although, since 2000, there has been a gradual decline in the number of licensed premises as unprofitable venues closed or were converted to other uses. Key Note estimates that, in 2003, there were 82,000 on-trade licensed premises in the UK, compared with 86,000 in 2000. In 2003, Key Note estimates that the total UK public houses market was worth £14.25bn, an increase of 1.8% on 2002.

In order to overcome the challenges presented by take-home beer, in-home entertainment, health-conscious eating and drinking, and the crackdown on drink-driving, pubs were forced to reinvent themselves either by offering formal dining or live entertainment, or by targeting specific types of consumer. Between 1999 and 2003, food sales rose steadily as a proportion of the average pub's sales and reached 21% in 2003, although alcoholic drinks, particularly beer, continue to provide the major income. Since 1989, brewers have been withdrawing their former support as owners of pubs as the Beer Orders of 1989 reduced the number of pubs that large brewers could own. In 2003, the last of these integrated companies was split up when Scottish & Newcastle PLC — the UK's largest brewer — sold its Retail division to the independent pub company Spirit Group Ltd.

Although numerous regional brewers continued to support pub estates, in the early 2000s non-brewing giants emerged in the market. This group is headed by Enterprise Inns PLC, Punch Taverns PLC, Spirit Group Ltd and Mitchells & Butlers PLC and, between them, these companies own more than 20,000 pubs. In 2005, a new licensing regime will come into force which will affect the public houses market, as the additional costs associated with new legislation are likely to depress the number of pubs that open in the future. In addition, other potential problems might arise from legislation regarding smoking in public places and street violence outside pubs.

In March 2004, the Government published an Alcohol Harm Reduction Strategy which urged both retailers and manufacturers of alcohol, together with local councils, to reduce binge-drinking among the young. This uncertain climate for pubs and their role in society means that ownership patterns will continue to fluctuate in the 2000s. .
