EXECUTIVE SUMMARY

Key Note’s estimate for the value of the closed-circuit television (CCTV) market in 1999 is £343m at end-user prices. Security applications, including surveillance, access control and alarm verification, make up most, but not all, of this market. Up to half of the value of the market is accounted for by the cost of system design, installation and maintenance. This element may be minimal or zero in the case of the simplest CCTV surveillance systems for the home or small businesses, but is very substantial for large sophisticated systems.

The UK CCTV market enjoyed a boom in the middle of the 1990s, peaking in 1996 and 1997. The main cause of this boom was the demand for large town-centre surveillance schemes, installed with the assistance of government grants but paid for partly by local authorities and businesses. In 1998 and 1999, the volume of demand was maintained but the value of the market decreased somewhat. With most of the larger town, city and retail areas now covered, demand is shifting to numerous smaller contracts.

Very strong competition in the supply industry means that good quality ‘commodity’ type equipment is available at keen prices from many suppliers. As the market has matured, the performance/price ratio has improved substantially over the last 3 years. At the upper end of the market, the pace of technological development remains brisk. Manufacturers invest heavily in research and development (R&D) and the latest high-technology equipment still commands substantial prices.

The trend is towards digital equipment and in 1999/2000, manufacturers have brought out products to allow the transmission of CCTV data across different types of computer networks. There is a vast potential for upgrading systems but this is likely to come about gradually. Despite the squeeze on profit margins for the high-volume sector, immediate prospects for the UK CCTV market are relatively good and the manufacturers and distributors remain optimistic. The Government is making available a further £153m for surveillance schemes. This money should be allocated in stages over 2000 and 2001 but will actually come through over a slightly longer period, giving the market a welcome boost at around the period from 2000 to 2002.

However, Key Note predicts a subsequent fall in the value of the market, to £340m by 2004. There are very good prospects in many other countries in Europe and elsewhere, where the CCTV market is less mature than in the UK. Although the UK-owned manufacturers are in the minority, they are developing some highly advanced products and proving able to compete in export markets.
