EXECUTIVE SUMMARY

This report examines the UK market for paper and board, also known as paperboard, but here referred to as board throughout. The value of the UK paper and board market at manufacturers' sale prices (msp), excluding pulp, has dropped by 21.6 percent from 1996 to an estimated £3.1m in 2000. Apparent UK demand for paper and board has also fallen, by 20.2 percent, to an estimated £5.3m in 2000. The decline in value was mainly due to low prices to end users, rather than depressed demand, as the domestic economy continued to grow during this time.

Consumption of paper and board increased by 12.2 percent from 1996 to an estimated 12.9 million tonnes in 2000, while production expanded by 8.1 percent to 6.7 million tonnes.

Types of paper and board covered by this report include: packaging paper and board, such as corrugated board materials, cartonboard, paper bags and sacks, packaging papers and fibreboard; graphics and writing paper; newsprint; sanitary products; and other miscellaneous items, such as wallpaper, ceiling paper, plasterboard and lining paper.

After several years of comparatively low and stable pulp prices, there has been a sudden shortage in supply, and the industry's manufacturers and independent converters have had to adjust to steep increases in prices, of as much as 40 percent during 1999. These increases are being passed on to end users, but the additional costs are not being immediately recovered from the industry's customers because of their initial resistance and the time lag in working through existing contracts. Operating conditions for paper manufacturers will also be affected by the imminent introduction, in April 2001, of the Climate Change Levy, which is intended to penalise the heavy industrial users of energy. Some major concessions from the government have been obtained by the industry's trade association, but there will still be additional costs that end users and their customers will have to pay.

Exports and imports are mainly to and from other EU countries and these countries represent around 80 percent of the UK's international trade in paper products. The pound's strength against the euro has ramifications for this industry, as prospects in European export markets are weakened and cheaper imports from Europe could threaten UK production.

Future growth, totalling 11.3 percent, in the value of demand, is expected during the period 2001 to 2005, if current conditions continue. There is some uncertainty, however, regarding world, and particularly US, economic prospects, and what effect this will have on the European economies.

In general, the ideal scenario for the industry would be stability in prices, a steady, if slow, increase in demand and a more balanced relationship between sterling and euro values. There are no guarantees that this will actually occur, but it is a possibility.
