The 350+ Local Authorities in England own over 3.15 million homes, which is more than 15 percent of the total housing stock in England. These homes are rented by tenants, and the Local Authority is responsible for the upkeep and maintenance of these properties.
Each year the individual Local Authorities in England publish statistics regarding their stock of dwellings, know as the Housing Investment Programme. This includes a detailed Needs Appraisal which covers all homes within the Local Authority area and provides a detained breakdown of Tenure, Age and Type of Property.
In addition, each Local Authority publishes its Annual Plan, which contains details of the authorities' proposed programme for capital expenditure on housing in the coming year. The Housing Investment Programme Annual Plan illustrates the overall amount of renovations required for the Local Authorities Housing Stock in terms of the number of dwellings and an estimate of the cost of such renovations. The Housing Annual Plan also details the renovations by Type of Work Required e.g. Rewiring, Roofs, Windows, Structural Repairs, New Central Heating, Replacement Central Heating, Kitchens, Bathrooms etc. As at 1st April 1999 it was identified that over 2.6 million needed renovations at a total cost of over £21.5 billion. The 2000/2001 proposed programme of renovation includes a total of over 723,000 homes at a total cost of £1.68 billion. The following table illustrates the breakdown of total proposed expenditure for 2000/2001:
