EXECUTIVE SUMMARY

This report provides a comprehensive review of Local Authority dwelling stock in England, with specific emphasis on expenditure by Local Authorities on renovation of their stock, by product type.

The report firstly reviews the total housing market in the UK, in terms of the tenure of stock within the individual regions ie. England, Scotland, Wales and Northern Ireland. This helps to put the size and tenure of the housing stock in England as a whole, as well as that owned by the Local Authorities, into perspective. Recent developments in the tenure of the dwelling stock in England are reviewed, as well as government policy with regard to the provision of social housing. The report also details the structure of Local Authority funding and relevant issues regarding housing management.

Sections 4-6 largely consist of tables which present figures for each Local Authority, and region in England. Each table is briefly summarised by contents, source, key etc.

Section 4 reviews the total dwelling stock within each Local Authority in England, and more specifically, that owned by the individual Authorities. The dwelling stock position relates to the situation at 1st April 1997 and examines the stock by tenure, age, type of property and dwellings adapted for the elderly or disabled. Recent sales of Local Authority dwellings (1996-1999), as well as recent and proposed expenditure by Local Authorities on new house-building (1996-1999) are also outlined.

Section 5 examines the current stock of Local Authority properties which are in need of renovation as at 1st April 1997. In addition, expenditure by the individual Local Authorities on renovation, demolition and conversion, as well as on work to return temporarily void dwellings to use during the period 1996-1999 is presented.

Finally, section 6 presents past and future expenditure by the individual Local Authorities on renovation/improvements to their dwelling stock, by specific product of area of work for the period 1996 - 1999. The tables present figures for annual expenditure and the number of dwellings concerned, by specific product type or the type of work involved.

This comprehensive report represents a detailed assessment of the market, reviewing major trends, key factors influencing developments and future prospects for the sector. Analysis is both quantitative and qualitative, based on our substantial experience of the building and home improvement markets.
