| The Access Equipment market has experienced a volatile period over the last decade with positive growth between 1996 - 99, followed by a flat period up to 2003. Volatility has been due to the mobile platform sector in particular, initially stimulated by expanding rental demand driven by privatisation, outsourcing and constructional activity. |
| During 1999-2000, despite relatively buoyant conditions in the construction sector, the overall market was impacted by a downturn in demand in mobile platforms, due to an imbalance between end-user demand and excessive fleet building by the new entrants to the rental sector during 1997 and 1998. |
| In overall market terms, Access Equipment experienced a softening of demand in 2002/03 due to a downturn in certain sectors of non-residential construction, industrial maintenance, and IT/telecoms, although infrastructure, health and education were regarded as more positive sectors. |
| Currently, in 2004, the mobile platform sector is still experiencing a situation of relative over-capacity, which has culminated in severe financial difficulties for certain rental concerns. In the construction market, varying levels of sector activity have contributed to a lacklustre performance, although in general the overall market has been influenced by increasingly stringent safety regulations, with a further tightening up of safety legislation imminent and likely to benefit the Access Equipment market in the short to medium term, specifically the new Working at Height Regulations and Asbestos at Work Regulations. |
| Underlying trends reinforcing the long term development of overall Access Equipment market include the competitive requirements for productivity improvements and niche sector growth opportunities for example lighting/CCTV, cladding, wind turbines, the wider application of steel frame prefabricated buildings, and the increasing complexity of building inlets, outlets and equipment mounted on roofs etc., which all require the periodic elevation of personnel for installation, inspection, and repair and maintenance activities. High-value stainless steel ladders and access platforms for clean rooms also are considered to represent a relatively new potential development sector. |
| Mobile Elevating Work Platforms (MEWPs) account for the largest share of the market at approximately 45% with sales in 2003 of around £110m. Emphasis on safety when working at height and niche marketing of a wider range of powered access products for increased productivity in specific applications has tended to stimulate demand in this sector. |
| Ladders and scaffolding represent long-established sectors of the market accounting for shares of 20% and 18% respectively. Sales of ladders have been relatively stable with marginal growth forecast for the long term, reflecting forecast growing levels of DIY activity and less positive conditions in the industrial/commercial sector deriving from adverse legislative influences for example Working at Height Regulations. |
| Scaffolding, with inherent flexibility and wide application, is forecast to demonstrate marginal long term growth. System scaffolding provides increased productivity and dismantling, and improved safety, and continues to gain share gradually reflecting the high initial capital investment. |
| Access towers, suspended access systems and mast climbers account for the balance of the market, with combined annual sales of over £40m in 2003. The low level platform sector of the access tower market is forecast to grow marginally in the short to medium term with motivation from the Working at Height Regulations. However, mast climbers and suspended access are envisaged to experience relatively stable demand in the short term although the introduction of two significant new products in the mast climbing sector may result in some additional motivation for this relatively specialist market. |
| Leading suppliers include SGB Group Plc, the access equipment division of Harsco, who are prominent in most sectors of manufacturing and hire. The leading suppliers in the MEWPs sector are JLG, Genie, Upright and Haulotte. Most of the major suppliers in the powered access sector have manufacturing plants in America, Europe, or both regions. |
| Distribution of Access Equipment is dominated by direct sales to end users and hire companies, with some companies using both channels. Hire operators comprise plant hire, tool hire and specialist MEWP companies such as Loxam, Nationwide Access and Universal. Certain large plant and tool hire companies have set-up specialist MEWP divisions with large fleet holdings - for example Hewden Stuart and A-Plant. Plant and tool hire companies may also offer products such as ladders, towers, and scaffolding for hire or sale whilst builders merchants, DIY multiples and independents have varying levels of involvement with non-mechanical access products. |
| Given the current state of macro-economic conditions in the UK and relatively flat levels of activity in industrial maintenance, non residential commercial construction and IT/Telecoms, future prospects for Access Equipment tend to depend upon the identification of end use sectors where productivity and safety can be significantly safety improved, with motivation from increasing legislative activity, resulting in a forecast market rates of growth of around 2-3% in overall terms. |
