98 The UK Lighting market is currently estimated to be worth around £1.28 billion, with the overall value having increased by some 3% since 2001. Growth in the non-domestic lighting market has been influenced by the deteriorating business climate, reduced levels of investment in various end-use sectors such as commercial, industrial and leisure, economical and political events and some Wholesalers centralising logistic structure. Additionally, the market has continued to suffer from price erosion, particularly in the lamps sector and increased number of imports, further dampening growth.

100 However, a buoyant domestic market, legislation, a growing security market and continued PFI/PPP projects in areas such as health and education have all supported growth in the lighting market of around 1-2%, with innovative products such as Light Emitting Diodes (LEDs) and Fibre Optics offering greater added value opportunities.

102 Lamps are estimated to account for around 28% of the overall UK Lighting market in 2003, reflecting a sector value of some £364 million. This sector is estimated to have experienced relatively low value increases in recent years with an average of around 2% per annum. During the late 1990’s, growth in the lamps sector was dampened primarily by the price erosion in the General Light Service (GLS) lamp sector. This trend has continued with the addition of CFLs also experiencing falling prices. However, in recent years, product innovations such as LEDs , Fibre Optics and smaller halogens have compensated to a degree for the price erosion, fuelling low level growth.

104 During 2003, the Standard Tungsten sector continues to dominate the lamps market, although the erosion of prices in the CFL sector and development of smaller fluorescents such as the T5 slim line is allowing Standard Tungsten products to continue to gain share, with the larger manufacturers recognising the importance of price points in this sector. Additionally, halogen lamps continue to gain share largely due to the vast uptake of more modern luminaires.

106 The performance of the luminaires market has been similar to that of lamps over the past few years due to dampened demand in the non-domestic sector, although historically luminaires have enjoyed more healthy levels of growth due to the number of ‘niche’ markets. In 2003, the luminaires sector increased by 2% to reach an estimated value of £914 million, representing the majority share of the overall lighting market. Despite the negative impacts affecting the non-domestic sector, a buoyant domestic market and reasonably high levels of investment in RMI and new build projects, particularly in heath and education ensured low-level growth of the market.

108 The domestic sector has benefited from the increased understanding and importance of lighting, resulting in trends towards additional fittings of a higher value nature, stimulated by the myriad of television programmes and consumer magazines on the subject. Additionally, continued emphasis on the increasing use of the garden as a ‘room outside’ coupled with falling prices, has boosted the outdoor lighting sector, particularly in volume terms.

110 The continued development of new applications and added value lighting products, offering a greater spectrum of visible light, more flexibility, lower running costs, greater control etc., have also stimulated growth. In addition, legislation and the increasing trend towards installing building management systems and security requirements have also supported this sector during the past few years.

The lamps sector continues to be dominated by the DIY and grocery multiples in the domestic market, whilst DIY, department and variety stores dominate the domestic luminaires sector. Within the non-domestic market, electrical wholesalers retain the majority share.

114 Low labour costs and other economic factors have resulted in import trends continuing during 2003, with Far East countries, particularly China, and Eastern European countries such as Hungary and Poland experiencing an increase in share. The continued pricing pressure on a number of products within the domestic market, such as CFLs and luminaires has continued to benefit the own branding sector, and as a result, the trade deficit between UK exports and imports has continued to rise.
